  I don't know the USMLE 'correct' answer to this question, but I can tell you that the placenta expresses a protein (IDO) that suppresses T-cells. I have done some research on that subject.

I also wouldn't be surprise to see the placenta endothelium expresses other cytokines and/or surface proteins to prevent immune cells from entering the tissue. (Remember that WBCs have to go through the whole rolling, arrest, migration thing before they can enter the tissue and become activated).

Normal healthy tissues also express surface proteins that lyse complements.
