only one thing is needed to decrease the number of applicants
put a cap on the number of programs you can apply to
say 30
now Pd SAYS HE GOT 900 applications for 10 spots
then he will only get 200-250 applcations for 10 spots
but they want to make money
so they can increase the fees from 30 to 100 per program
they make the same amount of money
and get less no of applicants
and the applicants get their application read at least |

You can actually reject a program if you get more IVs than you want/can attend.
Then, you may reply the invitation with that same BS... that you regret you can not attend to the interview, you got more invitations this year for only one position and you wish best of luck in their future endeavors... bla, bla, bla

Maybe you can say
"Dear PD, congratulations! after careful review of all the rejections I have received this year, your rejection has been selecte by my family committee to reject. Please be aware that I will not offer any explanation for my decision, due to the huge number of rejections I have received this year. Wish you good luck in your endour to reject applicanst"

If u have received my rejection of your rejection
It is ok
Otherwise consider this as my final rejection
I am thru for the season
So please dont expect me to send u a rejection again
I had many a fine programs to reject
But after careful consideration i finally chose u to reject outright
