kaplan says that the first thing we should do in this case
is to

start --- immediate androgen deprivation and then later we give steroids

i thought that the first thing we always did was to give steroids to decrease the inflam and edema

I do not know what kaplan material you have. I have Step 3 lectures that I attended last December.
Thats what I have there: steroids is a single best answer for acute Tx. Steroids are first thing in a spinal cord compression of any cause. Also for long-term Tx radiation, surgery and chemo are used (depends on the stage).
Unfortunately, there is no perfect book exist. And I remember reading several stupid things as well. So we should think and don't trust if something sounds rediculous. Sreroids will work right away and reduce the compression but if we wait for androgen deprivation results for days the patient will end permanently paralized.
