yes start heparin
if patient unstable (hypotensive) start--thrombolytics
if that is contraindicated--embolectomy.
if not sure in case that patient has PE===do cxr, CT scan, most diagstic--v q scan
if patient says "ouch doc i have calf pain and now having resp distress"...start heparin then later on do a doppler venography
