Cardiology is a fellowship of IM. So you need apply IM first.
Both of them are very very competitive. Very few IMG can get into Rad now.

Just starting wih the step 1? already graduaded?... forget about both of them....

Cards and Radiology IMG's are ready to apply right after finishing med school.

Both of them u'll need 99-99 -99 to make programs at least take a look of your application... Rads will need some research or somebody in the field who can help you a lot!.

Cards is only matter of getting into a strong IM program (u'll need 99-99-99 and research... places like Cornell, Mayo or MGH...)
