programs that have already sent their IVs - zibil

guys lets say if one of the programs that you applied to, has already sent some IV's but you heard nothing from them, does that mean that the program has already filled its IV spots and most probably you will not hear from them or it is possible that the program will send some part of its IVs later? I mean do the programs send their IVs in one day or they send their IV invitations throughout the months?
