Is TOEFL still compulsory for IMGs or it has been scrapped?

I read on FA for step1 2005 (page 34)
that ... step 2CS is required for ECFMG certficate. It has ELIMINATEd the Test of English as a Foreign Language (TOEFL) as a requirement for ECFMG certification.

so it is not compulsory anymore
