She will take info to the committee and they will decide if will ask for an iv in person. This is just a preliminary iv, they may/may not call you for an iv in person after this. No one will rank you just with a phone iv.

she told me the same thing on friday. i had phone IV on friday. i heard if they dont invite in person interview same day it means rejection...is it true???

Dakhore, I had phone iv with Kalamazoo and after that the invitation for iv took like 2 weeks.
