If I am planning to do my step 1 in August ,can I do cs in Sept 1 and go to match with cs pending ?
Please advise .
Or I should do cs before July 16

Yes you can apply for match with the pending steps, but most of the programs will be getting applications which have completed all the requirements. So, it will be better if you apply for the match with all the requirements completed.
