I think it is too late.
If you want to get considerable IV's you have to apply month of september.

Have you already completed the Step 1 and CK?
Then it might be OK,but try to finish CS before november.It is far more better

I've read that if you do not finish your CS by the start of September, your grade might not be released in time for matching for 2008. I guess it's better you take the CS before September starts
