For both J1 and H1B:

Can the applicant schedule the interview at the US embassy (home country) together with his/her dependents (spouse &/or children)?

Can they (applicant + his/her dependents) arrive in the US at the same time prior to start of residency (around June) OR must the J1 or H1B holder arrive in the US first and only then can the dependents schedule their interviews to follow later on?

yes, they can interview on the same day

yes they can enter US the same day.
