To answer your 1st question: yes, do UW first, because it's a teaching material rather than an evluation one. So, you should learn before you evaluate yourself. As for Kaplan's, it's an evaluation material a tiny bit more than a teaching one.
To answer your 2nd q, there was a discussion about that issue at a certain thread. Go to http://www.usmleforum.com/showthread.php?tid=345836 Read both opinions, so that you can make up your mind. I'm sorry, but I don't want to post my email addresses on boards.
In a nutshell, I don't believe in doing ANY qbank (whether UW, Kaplan or anything) again.
