why do you give prophylactic antibiotic & why half hr before?
As I remember from our clinical settings it was 20 min..
but if kaplan says so than 30 min.

So that antibiotics reach therapeutic blood levels.Drugs need time to reach these levels[pharmacokinetics] and it's better to give before surgery except in cesarian section.To prevent fetal exposure give a single shhot just after the cord is clamped.
