Rhythm is determinated by SA node =110-100/min
Vadus is a dominant nerve and brings HR to 60-80/min
Final result for normal rm is 60-100/min
Above sinus tahikardia
Below-sinus bradicardia

afib- variable/irregular QRS- no discernable p waves

Paroxsysmal supraventricular tachycardia(SVT)- normal QRS

both these conditions are considered supraventricular arrhythmias and therefore I would assume the answer to your ? is...... No, rhythm of heart is not normal.
