what does quota mean next to the programs on nrmp data? does that mean #s of spots for a particular programs?

Hi ,Quota in NRMP means the number of seats going for match.The actual number of seats that a program has can be checked from Frieda.For example ,if Frieda says a program has 8 seats and NRMP Quata says that 4 seats are going for match ,then that means that program has given out 4 pre-matches.
This is as per my understanding.
