Is it necessary for all unmatched programs to go in to SOAP or its up to program whether to go into SOAP or not??

its their decision apparently.. they can elect not to.. this is from nrmp website for programs.

What if I don't want to participate in the Match Week Supplemental Offer and Acceptance Program (SOAP)?

You may elect not to participate in SOAP, but if you do so you are prohibited from extending offers to any applicant, regarding of the applicant's SOAP-eligibility status, until SOAP concludes at 5:00 p.m. eastern time on Friday of Match Week. .

i think they meant 'regardless* of applicant's soap status
