step III in NC -

Hi

I'm preparing for application of fellowship program in NC.
I found the hospital and everything seems to be going well.
The hospital needs only step I, II, III score.

O.K.

However they need step III score of NC state!!!!!
But as a foreign graduates, I cannot apply for step III in NC as NC board requires three years of training in US!

So I think I'm in trap.
Is there anybody help me to find a way????

And one more thing is that I cannot understand that the hospital needs step III score of only 'NC'.
I hope the hospital is wrong.

Any information about step III in NC , please..
Anyone who took step III in NC, please.....

If it is so, I have to go back to my country right now!
