step1, step2cs -

I'm an IMG now studying for STEP1. Today, I was rereading ECFMG Information Booklet and I found the following phrase.
?After implementation of Step 2 CS, applicants must pass Step 1, Step 2 CK, and Step 2 CS within a seven-year period for ECFMG Certification; this requirement will apply to applicants whose earliest USMLE passing performance that is valid for ECFMG Certification is on or after the date that Step 2 CS is implemented.? ?Passing performance on former basic medical science exams will not satisfy the eligibility requirements for Step 2 CS.?
I know I have to pass all requirements within 7-years, but I don't understand the next part of the phrase above. Do I have to take STEP1 after June 2004(after transition to STEP2CS) in order to subsequently take STEP2CS??? Or can take STEP1 before June and take STEP2CS after June?

you can take STEP1 and step 2 CK before June and take STEP2 CS after June (there is a gap of about 3 months in which step 2 CS is not offered)
