Yes that is true. Even if you're sure it's septic arthritis based count of synovial fluid aspirated it doesn't hurt to get a consult. If non-confirmatory, make sure you get an MRI (at times bones scan) so you don't miss an osteomyelitis.

After you have diagnosed the condition you have consult the specialty and order the procedure also if not will not be accepted ...
