By renewing every year, do you mean we have to appear for Visa interview every year at our Home Country's consulate?

you can renew your DS 2019 every year however if the J1 visa stamp on your passport expires you have to renew it in your home country to re-enter US. If you do not plan to leave the US then your DS 2019 should suffice. In my case I got a five year J1 visa stamp from my home country so I don't have to go home every year and renew it. Most countries however issue it on a yearly basis for monitoring.
