do we have to expose the hip for examination, in cases such as dislocation or osteoarthritis

Yes. Expose one hip at a time by draping the area diagonally, one side at a time, to keep the genital area covered and the area lateral to the inguinal region in view. Observe, palpate, and evaluate range of motion on each hip.
