about medical experience and LoRs - efy

we all know that many programs require medical experience from the US which is almost impossible to get after graduation. We all want to be competitive on the market and we try to do everything to improve our CV. Many of us "get lucky" and find a physician who can issue a "good letter" where he confirms you have great clinical skills. So imagine, you got your dream letter where it is said you are a great doc ( unfortunately without license) because you did physicals, took histories et. cetera. In some states that probably will work but not always. PDs know IMGs can't possibly practice medicine legally if they were not officially employed. When they see "good letters" to support our application they often disregard them as they are sure the doc who wrote it was nuts or the LoR is fraud. If the letter was issued by the doc from the hospital, everybody can get into trouble.

I know there were several scandals with such letters. Probably CA is the most aggressive state. Board of CA is already thick of "good letters" and can be vary dangerous.
If anyone knows anything about it, please share. I need an opinion from people who had problems with such letters. How to deal with the situation?
