1) There are some English courses in NY and NJ .
2) Explore - Kaplan step 3- 3 months for 2000 $ and I think 2 month grace period after completing to enroll in another.

In state universities the fee structure will be around 4000 dollars for one semester, but if you could get an assitantship that would go a long way.
