E - defibrilate
You don't do chest thrust in infant . And don't do chest compression in hospital settings as 1st step ( only in TV like in ER show ) !
Oxygene could be the answer , but not a positive pressure ventilation.

Answer :
this is a case of asystole
if it is witnessed .....................> defib
if not as in this case ...............> CPR ( 5 compressions/1breath ) with Atropine or epinephrine

i thot it was B...but gusmle is right B is for choking infants..
not E : asystole....not C, D: vascular acess and drugs shud be after intial resuscitation...
it turns out the resuscitation guidelines i found online for newborns (though this is an infant) says PPV and oxygenation...so ans shud be A

why dunt we go for breathing after maintaining airway........now we are in emergency dept
