If I am offered a prematch (though it is not) and I havnt given step 3 yet, so will they be offering me H1 in prematch contract or I cannot negotiate for H1.
Please reply.

you cannot negotiate H1b without step 3

what if I have given step 3 but result is awaited.

yes that is possible. you can say that you have given step 3 and result is on xyz date. visa processing wether its H1 or J1 begins later around april-may so you have till then to pass the exam
