you can apply to multiple specialties but keep in mind, neuro and psych look for people that show FOCUS in their specialty in CV. So neuro wants to see neuro experience on resume and psych wants to see psych experience. They know that they are sometimes "backup" specialties so they want to make sure they select people who are going to really stay in the field and not do one year and then switch to another program. So only apply to those if you have at least some experience in them. They want to see COMMITMENT to the field. So again, it doesnt hurt to apply to lots of specialties, but it can be seen as a waste of money if you dont have anything in CV that shows some form of interest in the specialty.

If you do decide to apply to multiple, be careful not to send wrong LORs or personal statements. When you title them and upload them, title them so you cannot confuse them and send the wrong one to wrong program. Double check them before sending. Make sure each eprsonal statement for different specialties is different and showing interest in that particular field. They can tell when you are just "force writing interest" and when it isnt true passion so just be very careful about that to optimize chances of matching.
