guanosine cap and poly A tail both occur in nucleus. They prevent degradation by nucleases and help in transport from nucleus to cytoplasm.
correct me if i am wrong

Originally I thought the same way as you did, but UW gives a different point.

capping on 5' end include 2 stages:
1. in Nucleus: addition of guanine triphosphate catalyzed by gluanyltranferase
2.in cytosol: methylation of guanosine cap, protect mRNA from degradation by cellular exonucleases.

UW says glycosylation happens in RER? what is your opinion?

Actually, kaplan is on UW's said on this point. Procollagen is transferred to Golgi for more modification after glycosylation in RER. page 59 bio
