Yes. No license in US required. Paid training on the Job. However, you must have a work permit or should be a green card or permanent resident.

Is it only for the one who has passed all steps or any foreign medical graduates can apply too?

no i havent applied for that ,I m still looking something related to our field in tx because not sure about these jobs available in ca I have to move all the way there and not sure how much reliable is it,do you have more informations? but thanks for the info jflood.
