well, I think the answer would be different depending on the question....
The initial step would obviously be a U/A as its the cheapest....or an USG if the U/A is not available in the answers....
If the question was about the most important step, then cystoscopy would be more appropriate.....
IVP is not really used anymore that frequent in US hospitals, CT scan now is much more frequently used.....

we dont do USG for suspected bladder cancer . we do either ivp or cystoscopy.
