not to butt in guys but I also think the answer is C.
Congestive hrt failure will present with transudate as described but will also present with hemosedrin laden macrophages. PE can present this way if it is not acute, But if the answer were PE I would expect a much different clinical presentation. Thus choice C appeals to me.
