Is it possible to apply for green card while on J1 visa from marrying a US citizen.
Also if a program does not sponsor H1B, Can you sponsor yourself and tell them to just give you all the papers you need.?

No, you cannot convert from J1 to GC unless u complete the 2 yr waiver or leave the country for 2 yrs after J1. Giving papers itself means they are sponsoring you for H1, so try convincing them that you will bear the costs and lawyer fees including taking care of the entire process. Hire a lawyer. If not go for J1, don't push too hard.
