Technically, all programs can do it, but usually only programs who fill the majority of their spots with IMGs (or risk end up with unfilled positions after the match) do it routinely. If a program usually doesn't have problems filling their positions, they won't offer prematch (or will be very selective about it) as they don't want to fill a position that could be potentially be filled with an AMG after the match. Remember, AMG's cannot be offered prematch, all of them go through the match. For a program reputation, having a high percentage of AMG's is important. So offering prematches or not is each program's prerogative and it will depend on their reputation and expectations on the match.
