visa transfer from J1 research to J1 physician - docmm

Since my DoS case for transferring J1 research scholar to J1 alien physician is still pending, I would like to gather some information about this issue. So how long this process will usually take? Can it be after July 1st? Is there any way to update me the process or to expedite it?
