are residencies in california schools listed with nrmp, and is it really hard to get into one of them?

no i'm not a cali resident, but i'd like to work and live there. why are they so hard to get into and why aren't they listed with nrmp. is it just as hard for a US grad to get into a Cali residency?

just to say a little more about myself. i was born and raised in the states but went to med school abroad. i doubt that will make much of a difference in terms of getting into a residency just as much a california one.
