Residency position without csa -

I comleted usmle step 1,2 and toefl. US embassy refused my tourist visa twice when applied for it to take CSA over the last one year. If I get residency position it may be somewhat easier to obtain visa. Could any one can inform me whether it is possible to manage a residency position without CSA?

Absolutely no way, you have to have CSA, without CSA you are not qualified, and you know better, if you are not qualified how you can get a residency position.
GO to the embassy again and again and may be write to your health minister and Minister of Foreign Affairs so that they can push American Embassy for your visa.
