They are really scared of potential immigrant prospects of doctors here. Once Residents get a taste of it they'll never leave this country. Americans can't digest when they see immigrants leading a better life than they do in their own(presumed to be) country.

what a waste?

It is probably because the US is on its way to a recession. Why import workers when you have so many jobless Americans.
The question now is: What will happen to all those slots? Who will take over those positions that have suddenly become vacant? These positions are usually in not so good training programs, programs that American graduates do not want to go too.

Doctors from Mexico will take care of the vacant slots, secondly many hospitals might be closed due to lack of funds and certainly they are going to reduce residency slots, not giving J1 and H1 to IMGS from the third world countries but they are granting lot of visas from folks from the European countries because they are more patriotic, though Indians live here but their minds are in India.
