i called a program today with this question.it means rejection.i know its a very weird way of saying u r rejected,the prog co-ordinator told me it means that its a rejection.i hope it helps.i am hoping against hope that maybe inactive means that they may change their minds later but i am going to believe the prog co-ordinator for now.good luck.
