All your points are terrible.
2) The average score of the examinees increase every single year, and as such it makes sense to increase the minimum passing score as well. An increase in the passing score reflects the overall increase in knowledge of the entire applicant pool.
3) Rules are rules. If you can let someone through even though that person is 1-2 points short, why not 3 points, 4 points, 5 points...?
In summary, you are whining and you don't have a case. Deal with it.
