I heard that interviews are offered based on step 1 and 2 results. Failing step3 will not hurt your chances. they know that it is hard because even residents can fail the test.

jpoint definitely for me an Old international graduated it is important to show them that I'm good even though years have passed. Actually i had an interview this year, I didn't get the position because of that.
